It isn’t normal, as such for hogs to share, but there are certain circumstances when they will. For instance they could be litter mates and still not have split up. Another possibility is that they spent part of the winter in care (i.e. maybe they were underweight) then sometimes they are kept together to try to minimise stress, so could remain together to start with. Mostly eventually the hogs will split up and seek out their own nests.
