In principle, it sounds like a great idea, but I think you will need to contact whoever is responsible for the upkeep of the area concerned. You may be able to find out if your local council has a Biodiversity Initiative. I suspect they are all different and some more amenable to this sort of thing than others. Also if you have a local Wildlife Trust they may be able to help. It may help persuade if there was an offer to help with upkeep, etc. – maybe if there was a group of people volunteering. Also is there a school nearby who might be involved.

Having said all that I haven’t ever tried that sort of thing, personally – just a few ideas that came into my head! But certainly sounds worth having a try. It might be worth emailing the Hedgehog Officer at PTES, as well – as you mentioned. To see if they have any ideas. I would use hedgehog@ptes.org
