A big maybe to a bird to “babies” once out of the nest after 4 weeks or so. Red kites are scavengers really, so your likely culprit is a local dog, fox or are badgers near? Did you find carcasses? Cats usually only predate in the nest during the hoglets first 3 weeks. After that, they are relatively “spiky”.
Early morning 2 am. Only big bird I could think of might be a European Eagle owl that many “collectors” have allowed to escape!
